The Commonwealth Heads of Government Meeting (CHOGM) 2024 concluded in Apia, Samoa October 26. 2024.
Taking a leap of faith into the Regional NGO space. We’ve been blessed to have received an invitation to attend CHOGM Samoa 2024. Although many of the issues are specific to Commonwealth countries, the Foundation’s goal is to learn more about strategic, targeted, efficient, and effective approaches to deliver developmental impact.
Here’s to many more resilient partnerships, and bringing more resources home. Per CHOGM Samoa 2024, here’s to exploring new opportunities, and tackling common challenges for the well-being of future generations.

On June 26, 2024 The Foeoletini Foundation was honored to host Fiji’s Roving Ambassador to
the Pacific Island Countries and Territories, his Excellency William Toganivalu during his recent
visit to American Samoa. Mr. Toganivalu's visit marked a significant milestone in the
Foundation's journey as a local Non-Government Organization (NGO) that focuses on the
Territory’s substance abuse recovery, innovative community outreach, and workforce
development.
The Foeoletini Foundation was selected to present two of its premiere programs, Telehealth
Counseling Services and The Pacific Innovation and Technology Academy (PITA) and discuss
how they meet one of PIF’s main ambitions of Technology and Connectivity in the Pacific
Region. PIF’s ambition for development is to establish a “well-connected region and access to
technology” and that “Information and Communications Technology (ICT) can empower
socio-economic development, inclusive governance and sustainable livelihoods.”
The Pacific Region is “committed to a unified approach to harmonize policy and regulatory
frameworks; address common challenges; find solutions; mobilize resources more efficiently
and enhance investment; and ensure shared accountability, commitment and values.”
The Foeoletini Foundation’s TeleHealth and PITA services are at the heart of the Foundation's
mission to meet the PIF’s ICT ambitions and to help advance health, education, and access to
technology across American Samoa and, soon, the Pacific Region.
Ambassador Toganivalu was deeply moved by the Foundation’s achievements, as he expressed
that he had "never seen a model like the Foeoletini Foundation, in any other Pacific island." He
praised the unique and forward-thinking methods the Foundation employs to enhance outreach
and prevention strategies, stating that "the Foeoletini Foundation is ahead of its time."
In a moment of reflection, Mr. Toganivalu addressed the team with a powerful message: "We are
the leaders. In this room right now, we are the leaders of the Pacific that can make an impactful
change. Both here at home and abroad across the Pacific Region.” His admiration for the
Foundation's work was so strong that he ensured that he would bring the Foundation’s model
back to Fiji, signaling the potential for broader regional impact.

Our Executive Team traveled to Washington, D.C., to participate in this year's 50th anniversary of investments in Native Communities by The Administration for Native Americans, a significant milestone for Native Communities, and Pacific Region. Our PITA Project (Pacific Innovation & Technology Academy), funded by ANA under the Social and Economic Development Strategies (SEDS) Grant, was one of the few projects from American Samoa selected as feature projects at this year's 50th anniversary. We are deeply grateful for the opportunity to share and represent our nonprofit communities in the nation's capital with other ANA partners locally: Pacific Center in Human Security Director Tafaimamao Tua-Tupuola and team and Intersections, Inc. Director Li'a Seui and team.

The Native American Programs Act of 1974 (NAPA) embraced the ideals of President Johnson’s War on Poverty and recognized the values of tribal self-determination. The NAPA established the Administration of Native Americans (ANA) to promote social wellbeing and economic development throughout Native communities, including Native American and Alaska Native tribes, Native Hawaiians, and indigenous Pacific Islanders.

In a continued partnership with ASCC instructor Ms. Tala Ropeti-Leo and her Psychology classes, we received another priceless donation from her students this Spring Semester. Students work towards a community service project every semester, and this semester they presented beautiful artwork for the Heart for Art Project.
Heart for Art Project started our Healing Wall, a type of therapy for those impacted by substance abuse trauma, including children.

We are honored to have on our team a fantastic group of young people through SYEP to help support our mission and work in the community this summer.
We are grateful to the American Samoa Government Dept of Human Resources, SYEP program, for their continuous efforts in maintaining this program.
Our Tai Lelei Ambassadors have been working on innovative ways to create evidence-based prevention interventions in local communities.
Tai Lelei Ambassadors complete first round of Telehealth Basics training through the Northwest Regional Telehealth Resource Center. As part of our Telehealth initiative to address intervention, prevention, and treatment for substance abuse in the territory, our volunteers' telehealth training better equips them to educate communities and raise awareness on the island. Some of our SYEP Superstars and Tai Lelei Ambassadors attended this year's Federal Pathways Open House at NOAA. We are grateful to the organizers of this event and all employers who showed our young people the many career options available here in American Samoa.
Thank you EPIC (Empowering Pacific Island Communities Inc) for providing youth mental health first aid training for our Tai Lelei volunteers and SYEP participants. This two day training teaches one how to help someone who is developing a mental health problem or experiencing a mental health crisis.
Summer 2022 Psychology & Sociology classes at the American Samoa Community College and Instructor Tala Ropeti-Leo presented a donation to the Foeoletini Foundation to support substance abuse outreach and awareness work in the territory. Students fundraised on their own and donated $1527.00. This generous donation will help expand positive impact youth programs in the villages.
A beautiful gift presented by PSYCHOLOGY 150 students at ASCC for the Foundation to help arm us in our fight against substance abuse in American Samoa. The pathway to leadership is through service indeed.
Starting Little League baseball teams on the east side of Tutuila has proven successful in preventing drug and alcohol abuse among youth. This summer, the Foundation's two sponsored majors teams went head to head in the championship game. We are proud of our Bluejays and Coaches Poyer Samuelu & Sonny Niupulusu for taking our cinderella story winners to the top. Coach Fiafia Sunia fought all season long to take the Eagles to the Championship game. Our Minor Eagles came in third place overall and 5th place Minor Bluejays. Our Eagles Teeball finished strong, and we're excited to see most of them move up to the minors. #EastSide #FoeoletiniKids
In the traditional Samoan language, words would typically relate to natural elements to describe life situations. Tai Lelei means "to be at peace," as the sea is when the weather is fair after a rough storm.
